Because we have Salix Tools :P

Which we just finished rewriting completely with pygtk (the new Salix Tools are included in Salix-13.1-alpha).

If you are talking about a centralized panel.... this could happen one day, but if it does, it will simply be a centralized launchpad that will regroup existing Salix Tools & possibly other existing configuration utilities. ;)
